There is a significant delay in rendering of the main menu bar when we first log in.
The menu bar appears as soon as the entire portfolio data is loaded. When the instance has a huge number of applications, it might take some time for the entire portfolio data to be loaded. The issue might also occur during a moment when response time was not good.
Workaround or Action Plan
No Workaround needed.
Check whether there are large number of applications present. If yes, wait till the entire portfolio data is loaded.
Try to reload the browser after a few minutes wait.
