We sometimes face issues related to application uploads and result processes.
The result processing queue goes to an on-hold state and hence this issue occurs.
Probably a huge app that was submitted blocks the pipes and prevents other apps to be processed quickly.
R&D is actively working on the fix to make it more scalable and improvements are being made.

Raise an issue to CAST support who will give you the reason why it is on hold.
